Can you sell your car if your driver's license is suspended for unpaid tickets?

Can a person in the state of NY sell their car if their driver license is suspended for unpaid tickets? Would this affect the buyer? Can the seller still transfer the title over the seller without a problem? Shouldn't that just affect the seller(person with the unpaid tickets) driver's license?
