You usually can't fix pedals -- you have to replace them. You need a thin wrench that will fit between the pedal and the crank arm. The pedal shaft has flats that are typically 15mm. A pedal wrench is nothing but a thin wrench with a long handle to create lots of leverage.

The right pedal is "regular" threads - clockwise to tighten. The left pedal is a reverse thread -- counter clockwise to tighten. It often takes a lot of force to get the pedal shaft to move. Try turning the bike upside down so that it rests on the seat and the handlebar. Then you can push with one hand on the wrench and the other on the opposite pedal. Be careful to not get the "tighten" directions confused when you put the bike upside down.

Put some grease on the threads before you install the new pedals. Tighten them pretty strongly. You don't want them to come out while you're riding.

Yes, you can replace them. For a one piece crank you need 1/2 inch and for a 3 piece you want 9/16 inch pedals. The left pedal has left handed threads so you turn them clock wise to remove.
