Sometimes, you can trick a phone into playing mp3 ringtones by giving the file a false extension. With my phone, there is not supposed to be any support for mp3 files, but I found that by erasing the .mp3 from the end of the file and changing it to .qcp all of a sudden my phone plays high quality mp3 ringtones. Some Verizon users have reported the same result by giving their mp3 files a false .mid extension. It's worth a try, and if it doesn't work I can tell you of a program to make qcp files that seems to produce a slightly better quality than the purevoice converter (still not great).
