Can you make a fly for fishing without a kit?

i dont really get what you mean...a material kit? a tool kit? explain more plz but as for tools all you really need is a bobbin and scisors i have use a cordless drill as a vise and for materials what i do is buy for what fly i want to tie so if i want phesant tail nymphs then i buy hooks, thread (if i need it) wire (again if i need it) some peacock herl, and a phesant tail but you do not need to go and buy a starter kit they are usually filled with cheap stuff but another thing to remember is i have used carpet lint and cat fur from my cousins cat for dubbing
