Can you help remembering a cartoon similar to G.I. Joe?

My friends think that I'm crazy but I can vividly remember a cartoon that was just like G.I. Joe and the main character sat inside of a giant tire (like a monster truck tire). It had weapons sticking out of the side. I have searched and I have not been able to find it, Am I crazy? :)
