Can you get the new Motorola Cliq WITHOUT spending an extra $30 a month?

It's time to pick out a new phone and I love the new Motorola Cliq but spending an extra 30/month is ridiculous lol. I'm not even going to use the apps so what is the point? Is there a way I could possible get this phone and only getting simple internet and spending an extra 10/month instead of getting android and spending 30/month? Thanks.
