Can you get elite xbox 360 arcade separately from the console ?

I want the games on elite xbox 360 arcade, but I do not want to get the elite xbox 360 arcade becuase it only has a little memory and its features are stripped. I want to get an elite xbox 360 elite (black one) with more memory and the arcade. Can I do this? Have you ever bought cheap XBOX 360 console online? Can you tell the legitimate site you know well? Thanks
