Can you extract an .ISO file and still run it?

Okay, I downloaded Ubuntu, and before I decide to burn it, I wanted to know something: If I extract it, and run wubi.exe, would Ubuntu install and work? I want to know this so I don't have to was a disc if I don't need to.
