Can you consolidate bills that aren't credit cards?

I have one credit card bill over $1,000 but the rest of my bills are like old cell phone bills, loans, etc. I have a hospital bill that's about $8,000. Everything is already at a collection agency and I was curious if you were able to consolidate bills besides credit cards.
