can you claim for injuries from the GAA ?ireland?

my brother damaged his knee playing in a football match(a tackle) 2years ago,it required an operation.He was told his knee had fully heeled,he started playing football again and he damaged his the same knee again,his knee went from under him.
can he sue for his injured knee and are the GAA covered for this?
