Can you buy Samsung elevate outright from somewhere and use it with Koodo?

I live in Canada and I absolutely LOVE the Samsung elevate! Is there a way that I can purchase the phone outright from somewhere that doesn't charge 600$(cough*Rogers*cough) and then buy a Koodo sim card and use it part of a koodo plan? My friend did this with her iPhone 4, it seems to work fine....
