can you buy an iphone 3g with a standard upgrade?

i have an upgrade coming up but i talked to someone and they said that you cant buy an iphone 3g with a standard upgrade. i have a regular phone right now. its not a smartphone. but i dont know if that would change anything. so can i buy an iphone 3g with a standard upgrade?
