can you buy a car in north carolina without drivers license or insurance?

my girlfriend hasnt gotten her license yet but is eligable and wants to buy a car tomorrow can she buy it and when she wants to get it tagged will she need a dl then? do you need insurance on a vehicle to get a drivers license?
i've got a legal car she can use for the driving test....she has never had license in nc
 
If she's at least 18 and thus old enough to sign a contract, she can buy it, but she can't drive it without a license and insurance. She needs to get the DL first.
