can you build credit history without a social security number?

i'm american and my husband is irish, we're living in ireland right now but hope to move back to the states soon. we wanted to get his credit history started now so when we decide to buy a house it will be established
 
Your american and you want to know if you can get a credit history report without an SS number? Either you are a very young child or no way your an American. Obviously you are not a child so definitely you are not an American.
