Can you bore a '98 Honda XR600R to a 650?

How much would you estimate the cost and what parts would I need to get, also is the reliability of the engine reduced greatly? Basically do the benefits outweigh the costs if you have done this before?
 
You're not going to get there by boring. If at all possible, you'll need a kit which will stroke it and give you bigger jugs.
I gather you won't be doing the work yourself, so let me recommend either another bike or engine transplant.

yes you could bore it out.. IF.. you can find the right size piston, theres enough "meat" on the barrels to allow for the Diameter..

cost would be a gasket kit, the cost of the rebore, pistons , rings, labor...

might be easier to fit the XR650 motor from a newer bike..
