Can we write an age discrimination complaint?

I'm sixteen years old and live across the street from a public park/playground.
Last summer our age group has been banned because a group of teens hang around and smoke and likely cause trouble or any reason for parents of toddlers who are there for the playground to call and complain.
Since then, no 13-18 year old is allowed in the park, playground or park parking lot. Tickets are written up for disobeying. Just 12 years or younger with a parent. It is very inconvenient. I live across the street, never have caused trouble there. Just a group of teens had to ruin it for all of us.
It's a new year, new summer and we want to fix this problem.
Can we start a petition for an age discrimination complaint?
We teens in our town have a long history of destructive tendencies and have had privileges taken from us one by one.
Use of the park is not a right to be disputed, it is not property owned by everyone. It's property owned by the city, and the city says we can't handle the privilege.
Are we able to change this?
Is getting enough teens to sit around the park and cause no trouble for a day going to impact at all? (that's what I've heard, personally, sounds like a bad idea)
I don't know my government and politics very well, but I sure want my park back!
Help me with ideas, personal experience, suggestions, laws, constitutional rights, comments, things I've never really cared about until now, things I'm too young to comprehend, statements I can tell the town so we can get our park back!
