Can we convert MP3 to FLAC (Also tell your true experience and difference in quality)?

I know there's a lot of converters but I'm confused. I heard that MP3 loses less-important sounds and FLAC does not loses any sounds. So there's reason for my confusion. Can a song already in MP3 format regains the less-important sounds, or we have to directly rip that song from CD in FLAC format to get all sounds. And if they can be (MP3s) converted into FLAC with every sound-effect then tell me which converters can convert them with the tags,album art etc. 'Cause I spent hours in adding tags, album art... to my huge collection of Music. I want the best quality and WITH the tags, 'cause I don't like to see Unknown artist, unknown album, blank album art, and so. And also my sister makes fun of me if I leave even a single song whhout tags atleast the title,artist,album.
