...changes stoplights green? Can they have these on their normal trucks and vehicles, not the fire trucks?

In some states, yes on the red light, I'm not sure about the light changer.

The lights are only to be used in an emergency. If my department catches volly firefighters using their lights/sirens just for fun, they are arrested.
