the answer is no, solo implies you can act as PIC only if you are the sole person on board. you need to have at least a recreational permit to be PIC with someone else on board
 
Solo flight means solo flight. You. On your own. Solo.

Flying with anyone else in the aircraft, no matter how qualified, is not solo. Simple.
 
From what I understand, someone working towards their private pilots license can be approved for solo flight after about 10-15hrs depending on their ability.

FAR states that you cannot have a passenger while operating as a student pilot, but what if the "passenger" is another qualified and approved-for-solo student pilot?
 
Someone would have to be pilot in command and neither of them is qualified to be pilot in command of any aircraft in which they are not the sole occupant. So no.
 
61.87(a): "The term 'solo flight' as used in this subpart means that flight time during which a student pilot is the sole occupant of the aircraft..."

You may not carry passengers with a student pilot license. The only time you can carry a passenger as a student pilot is with the presence of a qualified instructor, but then it will not be a solo flight. So anytime you are solo, you would be the sole occupant of the aircraft. Because after PPL you won't be flying solo, but PIC.
