Can this be solved in statics? A 250-gm uniform meter stick is laid horizontally

upon the rim ......? of a cylindrical can filled with water. The 30-cm mark of the stick lies directly at the center of the circular cross section of the can. A 40-gm ball is hung on the 100cm end, while a wooden block of weight W is placed near the zero end to maintain balance. What is the magnitude and distance of W from the zero-end such that the meter stick will not overturn to either side while the ball is there and also when the ball is removed.
 
if the stick is on the rim, then either it is resting at one point of the rim or two. is there a diagram showing either the diameter of the can or where the stick makes contact with the can?
