...Connecticut if the victim was blackmailed? ...blackmailed by a third-party on whom they are financially dependent with the threat of eviction and ending financial support to prevent them from pressing charges? Note: there is photographic proof and witnesses to the resulting injuries. The perpetrator was also on probation at the time for a sex offense, so the assault would have been a violation and would have put him away for a long time.
 
The only people who could answer this would be in the state prosecutors office, as the SOL is tolled in some instances of special circumstances but normally not as the person could have contacted the authorities for assistance at the time.}{
