Can the plaintiff be order to place on their site that they don't pay invoices?
 
No.

Small claims courts can award ONLY monetary damages. They cannot make non-monetary orders.

That means, for example, that while they can order a builder to repay what he was paid for a shoddy job, they can't order him to put it right. Only a court of general jurisdiction can do that.
