Can the iPhone compile HTML internally or does it require the internet?

I'm writing an iPhone app and using html files as internal resources for content view. My concern is whether or not a user needs an internet connection for them (the html documents) to work, or if the iPhone will do it itself. I don't want someone with no internet connection to not be able to use it.

I suppose this also goes for the iPod Touch as well, since that is another platform which can use the apps.
