Can the Home Owner Association file a lien in my property.?

I bought my house Jacksonville, FL a year ago, the previous owner did not pay the association on 2005. The president of HOA is requesting me to pay this or he will file a lien in my property in three month. My question is if I was not in possesion of the property at that time and there was not lien in this property when I bought it. Can he do that?
