Can the Govermnent mandate the age of majority to 21 in all states?

Before we lower or keep the Drinking age the same we need to mandate a 21 majority age.In three states Alabama has a 19 legal age,Nebraska 19 and Mississippi 21.Mississispi is the ONLY state that has it right.Let the Voting age stay 18 cause thats wrong to raise what the generation worked hard to get.Most kids at 18-21 are in college and if not they should be or should be encouraged to.They live in Dormitories and their on financial aid unless their parents are paying.The age to fight in war should be 21.Like how they mandated a drinking and voting age they should mandate a 21 majority age also.
