I live next door to a council house and a new family moved in about 18 months ago. Since then they have never cut the grass, which now stands at about 4ft high. In the last few months we have found rats in our garden and are being invaded with insects, which are all coming from their garden. i have tried talking to them, but am always being fobbed off with excuses, about how they are looking for some one to cut it. last year they even asked to borrow my strimmer, which they had for 2 weeks but still never cut it.
Can the council force them to do something or is it not even worth calling them. I'm in the uk, by the way
