Can Telestra find out your browsing history for just $5?

I'm not an expert in these fields but my friends in trouble. Her dad threatened to find out her browsing history on her laptop but she deleted it so he said he is going to call telstra to find out the history for him. She doesn't believe him but he said he can do it if he pays them $5.

Is this true?
 
Tell her dad to save his 5 bucks and use, SuperWinSpy since it is free.

History remains in the index.dat files, even after it has been "deleted" by you children. Anyone can, with this small free software, decode these hex files into plain text.
