Can Such A Multi-Network Phone Be Trusted

I lost my cellphone not long ago, and need a new one. Unfortunately i have been dismissed, thus the phone should be cheap. I've found one on an e-commerce website called Tinydeal.com, which says the phone is compatibale with most telecom networks i know, including AT&T i'm going to use. But the multi-compatibility has bothered me, because i don't know if that is normal. By the way, the phone seemingly has many functions, compared with the low price. So i want someone to give me some suggestions. Have a look at the first page of the site's Mobile Phone category, the first black-colored cellphone is just what i refered to.
