Can speed skates be used outdoors and how do I determine my size?

I am working at Sonics drive-in part time and want to run around on skates.
Will speed skates such as chicago bullets skates work?

My shoe size is 10 1/2 US. Skates are in full sizes, so what size do I need?

Please tell me if the wheels are for outdoor or are there certain wheels to replace that are for outdoor.

Please be detailed in your answer and what type of wheels I will need and give a source.
