Could be a Roman copy of a Greek statue ( and not a particularly good one ) or a Roman statue of a slave or a warrior - often the same thing. I don't think it's anyone important since he is kind of slight and his drapery is not much more than a rag.

Definitely not anything by Michelangelo!
