Can someone please help me with U.S. history essay?

The two most obvious periods would be:

1) the mid-1950s through the 1970s, when African-Americans (Blacks) and women gained many civil rights, from Brown vs. the Board of Education (desegregation) to Roe v. Wade (abortion);

2) the past decade, since 2001, when fear of terrorism enabled the Government to limit freedoms, rights and civil liberties (Homeland Security, travel restrictions, embedded media).

I have to write a very major essay for my history class. I am having a hard time thinking or finding things on the computer so if you could give me some guidance it would be very much appreciated.
Anyways what I have been trying to find is two differnt time periods in the US history, one in which a powerful federal governmentr enhanced and or promoted civil liberties (I am also suppose to give atleast 5 examples on how it enhanced but as long as I know the time period I am sure I can find things on the internet), the other is another time perios in which the federal government has been powerful but through it it took awya civil liberties (I also need 5 examples for this but like I wrote before just the time period is so very much helpful).
