Can someone please give some advice on the best exercise for me?

For the basics I am a 19 year old girl. I am from 5'1-5'2. I am anywhere from 102-105 pounds.

For my body information:

-Neck rolls
-You can see my ribs but I have some tummy fat
-I have jiggly thighs, butt, and calves plus nice fat on them, specially my calves
-I have thin arms from above my hand, but still have fat above my elbow if that makes sense

What I would like to achieve:

-Get rid of neck rolls
-Have my ribs not be so visible and maybe a bit of abs
-Have toned legs, thighs and butt
-Smaller butt, now it's just pure fat, yuck

Extra:

I am going to take aqua fitness. I would also like to go running but I'm scared that running will bulk up my calves, and that's the last thing I want. I just want nice toned and thin legs not bulky legs. I am also considering buying some 8 pound weights, but not sure if that is the correct amount of pounds. I want to achieve toned arms and legs, but think that 5 pounds are just too light. I also want to know if crunches will do any good for me. Also how much protein should I eat. I don't want to gain bulky muscles through strength training. Should I do stretches after strength training. And if you can give me a workout advice I will greatly appreciate you! Thanks!!
Can I please get some real answers, not just a bunch of people with uneducated answers looking for free points. I asked no one to look at my BMI. It's none of your business.
My weight is perfectly normal, thank-you very much. Borderline doesn't mean anorexic. And besides I can be as low as 98 pounds and still be healthy. Check your sources.
