Can someone in marion county IN tell me the laws with electric scooters?

I am wanting to get my son a Razor electric scooter for his birthday and I have been told that operaters have to be 15 years old. Does this pertain to a scooter that only goes 10-15 mph or the scooters that go 30-50 mph that are acually motorized scooters? Thanks for the help :)
