Can someone help me with my bike handle bars please?

I got a new bike yesterday and I'm having problem with the handlebars cause it moves side to side when i turn my wheel. Inside the top of the handle bars theres like a long black thin medal bar which has a round thing on it which is meant to tighten with an alen key and when I go to tighten it with an alen key it doesnt do nothing and the metal stick thing just comes back out :s does anyone know whats missing from it which is stopping me from tightening the alen key bit? Please help thanks.
 
There should be a wedge like thing on the bottom of the stem where the threads for the allen key bolt is. If the wedge is too low it will just turn with the allen bolt. You may have to hold it and turn the allen bolt to get it closer to the bottom on the stem. If there is nothing on the bottom of the threads look down in the fork or turn the bike upside down to get it out.
