Can someone give me advice on my Jeep?

I have a 1990 Jeep Cherokee XJ and the headlights don't dim. I don't know if its the wiring, or its the switch to turn on the lights, or if its the combination switch on the steering column, but I can't get my high beams to turn off. Please help.
I bought it off of craigslist and it has had some of the wiring redone to install a Viper remote start system. I don't think that the lighting has been affected by it though.
 
Its most definitely in the dimmer switch on the column.....that is of course unless some bumbling idiot hasnt kluged the wiring anyway and its still the factory wiring harness
