Can someone explain to me why we can't pay for people's college education?

According to usgovinfo
"over an adult's working life, high school graduates can expect, on average, to earn $1.2 million; those with a bachelor's degree, $2.1 million; and people with a master's degree, $2.5 million. Persons with doctoral degrees earn an average of $3.4 million during their working life, while those with professional degrees do best at $4.4 million."

So lets ignore the rest, and just go with a bachelor's degree. On average a person with a bachelors will make 900,000 more than someone with just a higschool diploma.

And according to NCES The average cost for a 4 year college is about 21,000 $

And according to the CBO
The average tax rate for a person with a bachelor's degree ( who is making an average of 51,000 / year according to NCES ) is 15%

So lets see, 900,000 more in his lifetime, being taxed at a rate of 15%, with a cost of 21,000 for his college education.

Looks like the government on average would be bringing in an average of 114,000 dollars per person that they sent to college over people that had just graduated high school and gone straight into the workforce.

And that is JUST people with bachelor's degrees, completely ignoring the fact that have the option of going to graduate school and paying even more in tax money.

So explain to me again why the government can't pay for people's college education?
