my bike tyre is 26x2.35 and they seem to be more expensive to buy so can i buy a smaller 26x2.1 tyre and inner tube. it is a full size mountain bike

As perviously stated, the second number is the width of the tire and you can go as low as the rim width. Different widths are going to perform differently. A larger tire will tend to "float" more and provide more traction while a smaller tire will roll faster and easier. You should buy based on intended use first and then price. There are many manufacturers of tires in the same categories with a large variety of prices. Check a few shops and you will find what you need.

Just be careful about the first number, the diameter of the tire. I recently bought a tire labeled 26" and it was too big for my 26" wheel. Turned out you gotta match the metric designation, given as so many mm's, out beside the English designation. Like (694.) 26" tires can have a number of different metric designations. Tire sizing can be very confusing as the standards are somewhat muddled.

I know this is probably more than you wanted to know, but it might prove useful.
