Can somebody explain this about the Japanese culture?

I was watching a Japanese show, and a man was arrested and put in handcuffs. One of the police officers then covered the handcuffs with a white cloth.

Is this normal in Japan or something? Why did the police officer cover the handcuffed man's hands with a white cloth?
 
It is normal in Japan for the police to cover the handcuffs.They just don't use white cloth.They would use a jacket or any anything else.They do this to save face.It means not to embarrass the person.
