can some1 help me name the old pc game?

i played an old pc in 1999 i forgot the name set in the dark ages,its like u make a city then make a town have this line connecting the city to town with little circle at the end, the town people gos into the city, then u can make knights ,go and take over city. i remenber u can send spys to corrupted other in city to make it urs , theres alot of Diplomacy with other city .. they deman golds ? i think ? if u dont give them .. they will declear war on you, pls help to find that game...any1?
