Can riding a bike for long periods of time..?

Reduce the size, or fat on my legs?
One of my buds told me that riding a bike is like a cardio workout, and to lose the fat or reduce the size of my legs i need to keep up a fast heart beat or pace.

Or is there anything else i can do? Mainly want to reduce the size and get rid of some fat on my legs, from my ankle to my waist basically.
 
when losing fat, the general rule is: last on-first off. meaning you will burn fat, but you can't target where. cycling is a great cardio workout. just burn more calories than you take in, and you will see the results..
