Can restaurants reuse bread, legally? Where can I find cases, if any, about

this subject? My DIL works at a restaurant (name withheld). Tonight she was reprimanded for tossing a basket of bread after customers left. She was told by the managers wife to not toss it because they use it to make croutons. This can't be right. I believe in not wasting but come on, really? Use leftover bread? To me that's very nasty.
 
totally nasty! just because the customer's didn't eat it doesn't mean they didn't touch it!!! perhaps you should contact your local health unit...?
