Can putting a Smaller Fuel Filter than the Original one on my car cause

the only thing is that the pump don,t have to work so hard pushing the gas through the smaller 1 and the smaller 1 will get dirty faster but it should cause it any harder to start.
 
occasional Hard Starts and extra Noise? I did put a Smaller one on. I notice the Fuel Pump is a little louder than it used to be. AND sometimes the car "Starts and Dies" once or Twice before running.

Runs fine, though.

Could this be why?
