Can my unlocked/jailbroken iphone 3g send mms over wifi on koodo?

I've been searching for this solution for Months, and cant find a single detailed walkthrough on how to do this.

details:
- iPhone 3g, iOS 4.2.1
- Unlocked and Jailbroken
- Koodo (which does support mms messaging)
- Wifi (no data)

I've enabled mms messaging, enabled cellular data, reset all network settings, reset the phone,
but nothing works.

The camera icon is there, but the picture wont fully send. It just sits there with that red exclamation mark

Any ideas?
