Can my employer make us park our cars where they want?

I work at IK E A home furnishing, Emeryville,CA.

I park in parking structure, but they are making all employees park in another lot on the other side of the building. The lot is designed for cars to go "one way" all around the store, and customers usually park in the lot they are making employees to park, so if we don't find parking, we have to go all the way around again. I park in the structure to prevent from going around and around and also because of security cameras that are placed in the parking structure. There's also been a lot of car theft in that lot they make us park in, but they don't care.

And now, if employees park in the parking structure, IK EA will tow our cars.

Is there some law that can prevent them from doing this?

I don't know if this makes any difference, but the store is located in Emeryville, but the parking lot structure is located in Oakland, CA.
