I received a notice today advising me that during the next 6 weeks, our 4 building apartment complex will be getting concrete stairs and balconies (attached to the stairs) repaired as they have water damage. Due to the type of repair, the manager states that access to our apartments may be blocked on certain days from 8am-4pm. The way our building is laid out, if I don't have access to the stairs, I cannot get to my second floor apartment. Here's my problem with that, I am a volunteer at an animal shelter. I have unusual hours and can be called out for a rescue anytime during the day. I'm not too concerned with the construction or even the need for the worker's to use our designated parking spot, I just want to be able to get in and out of my apartment during the day. I've read all the RCW's for WA state and cannot find anything specific to my problem. All I can find are questions and answers about the landlord entering the tenant's house/apt and that is not my issue. The landlord will not need to come in my home (and I wouldn't have a problem if they did). The reason for all of this construction was because of an inspection that happened a few months ago as they are trying to sell the property. I'm glad they caught this problem as it could result in a safety hazard, so before I make a fuss with the landlord, I want to know my rights.
