can jobcentre refuse to fill in my husbands PPI form and how will it affect his claim?

He's unemployed and been signing on for ages now even though hes not entitled to recieve any money from them and is claiming his payment protection insurance. He took the form in to the jobcentre yesterday to get it filled in and they refused to fill it in as hes not getting any benefit. Surely they could just fill it in and confirm that hes signing on. Will his claim still gothrough? What should we do?
