Can I work a different job at a restaurant and still be paid below minimum wage?

I'm a delivery driver for a sandwich shop. I get paid below minimum wage but make tips. However, I have been asked to work an in-shop shift and told I will still be paid minimum wage. The reason I was given is that as long as I make over minimum wage average for the week with my tips included that I don't have to be paid the regular in-shop wage. I'm pretty sure that this is unlawful but I'm not really sure. Shouldn't I be paid the hourly wage for the job that I am doing for the day? I live in the state of Florida.
The job they are asking me to do does not receive tips and is payed over minimum wage usually, but because I'm a driver they don't change my wage status.
