can i with hold rent if my landlord won't fix my roof after a hail storm?

We had a hail storm on easter sunday a week later, when i payed rent, i showed them photos of the damage. After a month nothing had been done so i got an estomate and an gave it to the landlord and withheld rent. Now another month has passed and still nothing has been done do i need to pay rent.
 
Usually, in most states, you can have the roof fixed and then subtract the amount it costs you from the rent. You can't just not pay the rent. You need to be sure you've sent your landlord notice in writing that the roof has been damaged since, (the date), and he has until, (about two weeks) to fix it or you will have it fixed and subtract the amount from your rent.

Put it in writing, but you still have to pay the rent.

Check your local landlord/tenant laws for specific instructions for your area.
