can I wipe corrosion spots from a cast iron pipe?

I have been told that I can not clean corrosion spots from the outside of Cast iron or copper pipe. Was wondering if this was true. If it is note what should I use to clean the outside of the pipe and is there any kind of sealer pain that I can apply to the Pipe to pro long it's life
