Can I use the Kawasaki Ninja 250R as my source of riding with an M1 license.?

Can I use the Kawasaki Ninja 250R, if I am 16/17 in Toronto, Canada if I only have a M1 license? I want to know because I have read that you have to have a bike that is "limited speed". So I am not sure. Please help.
